ACT1 ORGANIZES FOR GROWTH NAMING 3 NEW SENIOR VICE PRESIDENTS (SVPS)

CLAUDIO MONTICELLI FOR AVIATION,
JOHN DILLON FOR SPACE/INTEL, and
RANDY MAHR FOR ACQUISITION MGT / SECURITY COOPERATION

Arlington, Va. – Advanced Concepts and Technologies International, L.L.C. (ACT I) is an industry-leading provider of Total Program/Acquisition Management in Aviation, Space / Intelligence / Cybersecurity, and Security Cooperation / Foreign Military Sales solutions.

Today, ACT1 announced the promotions of Claudio Monticelli and John Dillon to Senior Vice Presidents and the hiring of Randy Mahr as a Senior Vice President. Claudio will be SVP for the Aviation Portfolio, John will be SVP for the Space/Intel/Cyber Portfolio and Randy will be SVP for the Acquisition Management and Security Cooperation Portfolio. All three with report directly to the ACT1 Chief Executive Officer, Michael Niggel.

Claudio is a proven industry leader with decades of experience across the government contracting sector as an Aviation and business operations leader. As SVP for the Aviation line of business, he will manage all of ACT1’s Aviation business including all F-35 contracts in Engineering/Logistics/Business and Financial Management/Security as well as all DOD / DHS aviation contracts like the ACC 505th /705th AOC operational support services, OSD J39 support, USAF Cost Agency, and DHS CBP’s Enterprise PMO support contracts. He will also focus on ACT1’s acquisitions strategy to expand core Aviation service offerings.

“As ACT1 continues to rapidly expand, Claudio will run our Aviation line of business and apply his proven management and leadership expertise to enable us to scale our Aviation processes, systems, and personnel,” said Mr. Niggel.

Mr. Monticelli brings over 30 years of military and industry aviation and contract management experience to ACT1 with portfolios of federal contracts across Aviation Engineering, Sensors, Logistics, Airworthiness, and Acquisition Management.

Earlier in his career, Mr. Monticelli served as the manager of all Subcontractors and directorate support manager for Alion’s SAFTAS F-35 Team; and 25 years in the Italian Air Force including key assignments at the F-35 JPO.

Claudio holds a Master of Engineering in Aeronautical Engineering from Federico II University in Naples, Italy; a Master in Organizational Science from the Italian Air Force Academy, and a Bachelor of Engineering in Aerospace Engineering. He serves on various boards and associations including the LIDO CIVIC Club in Washington DC.

John Dillon is a proven military and industry leader with decades of experience across the government Intelligence Community (IC) sector as a combat operations and IC programs leader. As SVP for ACT1’s Space/Intelligence/Cyber line of business, he will manage all of ACT1’s Space/IC business including DoD/USSF/SMC/NRO/NSA/IC programs. John will expand this Portfolio with an acquisition strategy to enhance ACT1’s core service offerings.

Mr. Dillon brings over 40 years of military and industry IC experience to ACT1 with portfolios of federal contracts across the DoD, State Dept, and the IC and Acquisition Management. He is a certified Project Management Professional (PMP).

Earlier in his career, Mr. Dillon served as _an Associate with Booz Allen Hamilton and as a VP with CACI and 32 years in the U.S. Army including key assignments at the US Special Operations Command, Commander 650th Military Intelligence Group, Deputy Chief of Staff Intelligence Army G2 and positions with an Army Special Mission Unit.

John graduated with a Bachelor of Arts degree from Radford University and earned an MBA from Touro University International. He is also a graduate of the US Army War College (Senior Service College Fellow at the Central Intelligence Agency).

Randy Mahr retired from the U.S. Navy as a Rear Admiral after a nearly 34-year career. His final position was Deputy Program Executive Officer for the F-35 Lightning II from 2012 to 2016 where he helped field the aircraft for the U.S. and international participants. He began his distinguished military career as an A-6E Intruder bombardier/navigator, participating in several combat operations and accumulating over 2,000 flight hours.

Randy is a proven military and industry acquisition and security cooperation leader with decades of experience across the DOD and FMS/DCS programs leader. As SVP for ACT1’s Acquisition Management and Security Cooperation line of business, he will manage all of ACT1’s programs in this line of business including DoD/DARPA/DSCA/DHA and International programs with U.S. Allies. Randy will look to scale this Portfolio with an internal growth and acquisition strategy to enhance ACT1’s core service offerings.

His extensive aerospace & defense experience includes management of the U.S. and international programs for E-2 Hawkeye and C-2 Greyhound aircraft, and management of aircraft launch and recovery systems for the Navy and Marine Corps, as well as assignments in test & evaluation, and engineering. He served as Commander, Naval Air Warfare Center Aircraft Division, as the Naval Air Systems Command’s Assistant Commander for Research and Engineering, and as Vice Commandant at the Air Force Institute of Technology.

Mr. Mahr is certified as a ScrumMaster to apply the most widely used and popular framework for organizing and managing complex work.  He is a graduate of the United States Naval Academy with a BS in Systems Engineering and an MS in Aerospace Engineering from the Naval Postgraduate School. He has managed his own company providing technical and business consulting services for companies ranging from Veteran-owned start-ups and federally funded research and development centers, to Fortune 500 companies. He has served in positions on several volunteer and non-profit organizations and Boards.
